Note: Both 4402 subheadings carry the same 5% EAEU base duty, so the choice does not change the rate — but it does change the audit trail. Declare the botanical origin (Cocos nucifera) and the tapioca-starch binder (max 5%, no chemical accelerants) on the invoice: the Federal Customs Service (FTS) runs an automated risk system that can reclassify ambiguous or chemically adulterated charcoal into Chapter 38 (chemical products) or flag it as bamboo (4402 10), triggering sampling, delay, and misdeclaration penalties. Russian duty on heading 4402 is a 5% EAEU customs duty plus the customs clearance fee, then 22% import VAT on top. Read it as a dated stack: the duty is real (Indonesia earns no preference), and the VAT rate rose to 22% on 1 January 2026.

Import VAT
Import VAT (НДС): 22% — Raised from 20% to 22% effective 1 January 2026 by Federal Law No. 425-FZ of 28 Nov 2025. Charged on the customs value plus duty. Registered Russian VAT payers can deduct import VAT (Arts. 171–172 of the Tax Code, within three years, against the customs declaration and proof of payment). Charcoal does not qualify for the reduced 10% rate.

Indonesia-origin duty preference
No usable duty preference. Indonesia was removed from the EAEU unified system of tariff preferences (developing-country beneficiary list) effective 12 October 2021, so the full 5% MFN duty applies. The Indonesia–EAEU Free Trade Agreement was signed in December 2025 and promises 0% on most lines including charcoal, but it remains pending parliamentary ratification across the member states — the 0% rate is NOT yet in force, so plan on the 5% baseline until the Eurasian Economic Commission publishes the entry-into-force date.

How the duty position moved
Indonesia previously received the EAEU developing-country preference (a 25% reduction, i.e. 75% of the base rate) but was removed from the beneficiary list on 12 October 2021 (EEC Council Decision No. 17 of 5 March 2021), which cut the list from 103 to 29 countries — so the full 5% MFN rate has applied since. The signed-but-unratified Indonesia–EAEU FTA (December 2025) is the next possible change; until it enters into force, the rate stays at 5%.
Anti-dumping / countervailing
No anti-dumping or countervailing-duty measure was found for Chapter 44 charcoal from Indonesia in the EAEU/Russian databases; confirm with your customs broker.

The entry process
Russian entry for a UN 1361 container is handled by the buyer's customs broker, who files the electronic declaration to the Federal Customs Service with data we supply. The buyer-side documentation — foreign-trade contract, bank UIN, refusal letter, and notarized Russian translations — is the importer's to prepare.
Step by step:
- Electronic customs declaration (ED-2 / ДТ). An electronic customs declaration (ED-2 / ДТ) is filed with the Federal Customs Service (ФТС / FCS) under the EAEU Customs Code by the Russian importer or their licensed customs broker. The filing requires a registered foreign-trade contract (with a bank-issued Unique Contract Number / UIN where the contract value exceeds 3 million RUB for currency control), a customs broker power of attorney, and notarized Russian translations of the foreign documents (commercial invoice, MSDS, certificates). Customs value is assessed on a CIF basis to the Russian border; an under-statistical declared value can trigger a valuation query and a security deposit, so keep a full audit trail (export declaration, wire confirmation, freight invoice).
Dangerous-goods handling at Russian ports
The cargo arrives as declared UN 1361, Class 4.2 dangerous goods, and is handled accordingly at the Russian port. - EAC certification
- Charcoal (including coconut-shell charcoal fuel) is generally NOT subject to mandatory EAC certification or declaration under EAEU technical regulations. Importers typically obtain a refusal/negative letter (отказное письмо) from an accredited body confirming no certificate is required, which customs expects at clearance. Source (opens in new tab)
- GOST
- GOST 7657-84 ("Уголь древесный. Технические условия") exists for wood charcoal but compliance is voluntary, not a mandatory import gate.
- TR TS 021/2011
- Some Russian certification agencies argue a food-safety declaration under TR TS 021/2011 may apply IF charcoal is sold for food/grill cooking — shisha charcoal is a heat-source fuel, so this is generally not applicable. The commercial sources conflict; UNVERIFIED — confirm with an accredited certification body.
- Phytosanitary control
- Rosselkhoznadzor treats wood/shell charcoal as a plant-origin commodity subject to phytosanitary control: a Phytosanitary Certificate from the Indonesian NPPO is required, with pre-arrival notification and possible physical sampling at the border (importer's cost). Source (opens in new tab)
- Carrier acceptance
- Major Western container lines (Maersk, MSC, CMA CGM, Hapag-Lloyd, ONE) suspended new Russia bookings effective 1 March 2022. Cargo now moves via regional, neutral and Asian carriers through transshipment hubs; Vladivostok (RUVVO) is the most practical routing for Indonesian-origin cargo. - Banking & payment
- Major Russian banks have been cut from SWIFT since March 2022; payment requires non-sanctioned banks, local-currency settlement (RUB / IDR / CNY), intermediary banks (China / UAE / Central Asia) or alternative messaging (SPFS / CIPS). The EU 20th sanctions package (in force 24 April 2026) added an Indonesian port (Karimun Oil Terminal) to its restricted list, signalling sanctions reach into Indonesia–Russia logistics — confirm a sanctions-clear payment channel before quoting.
Production and transit lead time
Production takes about 21 days for a 20-ft container and 21–25 days for a 40-ft; sea transit from Semarang (IDSRG) to St Petersburg, Novorossiysk and Vladivostok runs about 18–60 days, for an indicative 39–85 days from order to arrival. A first order under a new brand adds 7–10 days to the production stage.
Class 4.2 dangerous-goods bookings need extra lead time, so book early. The SP 978 weathering window (at least 14 days) is part of our production and packing schedule, not added on top of it when the order is planned ahead.
